A plan to move a building-supplies company and lumberyard to the former state farm property in Duxbury has received the last of several state permits it needs.

Earlier this month, the District Environmental Commission approved Steve Noyes’ application to renovate seven of the original farm buildings for a hardware store and office space, and to build a new storage building for lumber.

Noyes owns the East Montpelier Home Center and Noyes and Noyes Building Supplies in Waterbury, off Route 2.

Noyes has an agreement with the Vermont Department of Buildings and General Services to buy the 136-acre property, provided permits are approved.

The Act 250 permit allows Noyes to subdivide 8 acres with the existing buildings from the larger parcel. In total, the renovations will provide 17,900 square feet of store and office space, according to the application, filed in June 2011.

A new, 2,400-square-foot building will be built in the footprint and style of a dairy barn that was destroyed by fire. The parking lot contains spaces for 47 vehicles.

The permit requires Noyes to execute two easements. One is for public access to an existing path parallel to Route 100 across the front of the property. The other is a conservation easement for more than 100 acres behind Crossett Brook Middle School, which will be held by the Duxbury Land Trust.

Under the permit, truck deliveries can occur only between 7 and 9 a.m. and between 4 and 6 p.m. weekdays when school is in session.

A second phase of the project envisions an additional 96,000 square feet of office, retail and housing. Noyes would have to submit a new application to pursue it.

Noyes did not respond to a message left at the East Montpelier store.
