The 17th annual Waterbury Arts Fest, held last weekend, transformed Stowe Street and Bidwell Lane into a pedestrian-only arts hub and celebration of community spirit — with nearly 90 artists and vendors — for about 32 hours. Visitors packed the streets for Friday’s block party, dancing to tunes by Red Hot Juba, The Grift and Josh Panda.
