State Rep. Dan Noyes, D-Wolcott, running for re-election:
I am honored to have represented the communities of Belvidere, Johnson, Hyde Park and Wolcott over the past two years as your representative to the Legislature. I am running for re-election and ask for your vote on No. 6.
Over the past two years I served on the Human Services Committee. The committee’s purview is policy associated with the Department of Aging and Independent Living, Department for Children and Families and the Department of Health. Collectively our committee worked together on a number of issues that increase accountability and cohesion across agencies that provide services to older Vermonters, children and families.
Together this committee worked to improve the foster care system by increasing the parental rights of foster parents. We reduced the “benefits cliff” by allowing families to maintain their child care assistance as they build their careers, by deferring income into savings for college or retirement.
We reauthorized the Vermont Commission on Alzheimer’s and Related Disorders, through a bill that I co-sponsored, to make sure our state continues to be in the forefront of treating this disease as our population ages. We passed legislation that directed the state and our partnering agencies to undertake evidence-based programing with the goal of reducing the occurrence of adverse childhood experiences.
With the help of Sen. Westman and fellow legislators, I started the Older Vermonters caucus to bring legislators and senators together to discuss and strategize as our state prepares to become oldest state in the nation. The caucus discussed workforce engagement, repealing the tax on Social Security income and access to services.
I look forward to continuing to build this coalition to focus on the issues that affect older Vermonters.
Your vote for me this November will allow me to continue to be your voice in Montpelier. I will work to make sure the issues that affect older Vermonters are kept front and center. I will find creative ways to increase reimbursement rates to Meals on Wheels programs and senior nutrition sites and continue to support agencies that provide services to our neighbors in need.
I care deeply about the health of our environment and believe collectively that it is our legacy to make sure we treat our environment with respect. I have and will continue to prioritize the restoration of the riparian buffers on our rivers and streams. Not only is this a way to filter runoff but it also will reduce flooding. This low-cost solution will save millions of dollars in lake cleanup costs and reduce damage to our infrastructure.
I will continue to fight Vermont’s regressive vehicle inspection program; instead, I will propose programs that help keep working families' and older Vermonters' cars safely on the road. I will continue my work to improve our overburdened foster care system and introduce legislation that creates an ombudsman program to improve accountability and the well-being of children.
I believe strongly that recovery centers and prevention programs are paramount in our fight to stem the opiate crisis. I will continue to question the cost and outcomes of inpatient medically assisted treatment programs for individuals struggling with opioid use disorder. As taxpayers, we should demand outcomes that close the revolving door of treatment that does not work. I will support any efforts against the pharmaceutical companies who created this mess.
As a way to bring young people into Vermont, I will be proposing that Vermont utilize the existing AmeriCorps programs. To do this, our state has to be competitive in recruitment across the country. We need to find a way to double the education award for those who commit to a Vermont college. We need to recognize their service to our nonprofits by extending them in-state tuition rates to our state colleges and universities. These two changes will make Vermont considerably more competitive across the country in recruitment of new AmeriCorps members and Vista volunteers. We know that 60 percent of the members come to Vermont from another state and we know that a majority of them stay after service.
I ask for your vote on Nov. 6, and that you consider casting your other vote to re-elect Matt Hill, whose work on the Commerce Committee, support of the state college system and focus on improving the economic viability of our communities is important work to continue.
